I don't believe the distinction is relevant. The federal DHS relies on local offices for information because it doesn't have regional or local offices. These local offices are funded by the federal Homeland Security Grant Program (HSGP). If it looks like a duck, walks like a duck, and is funded like a duck it's probably a duck. As a rule, even if the link between the federal and local office was not as clear as in this case, information is being freely shared post-9/11 at multiple city, state and federal-levels, between Homeland Security and other federal agencies, state and local police and other law enforcement/public safety agencies, and with local officials and businesses. The distinction isn't relevant in this age of Joint Communication Centers.
